In NY, females can go topless, but few do. There's a small group promoting the "Free the Nipple" campaign, but not many. There's a topless book reading club, but not many members. Why is this?

Also, it is legal to be nude in public in NYC if for artistic expression. Very few even think about doing it. Mostly used for an exhibitionist to use as a defense, not as a right.
Needs more comments, why not add one?
